Congressman Mark Harris Introduces House Bill to Repeal 90/10 Rule
U.S. Representative Mark Harris (R-NC) introduced a bill today to repeal the Department of Education’s 90/10 Rule. Rep. Harris’ legislation is the companion bill to the Senate’s PARITY Act, which Senator Banks’ introduced in April.
Both bills seek to permanently retire the 90/10 Rule, which applies only to career colleges.
“By repealing the outdated 90/10 rule, the PARITY Act ends a double standard that singles out career schools and ensures every institution is treated fairly,” said Rep. Harris, who is a member of the House Committee on Education and Workforce.
“The 90/10 rule is an outdated policy that unfairly limits [student choice],” added Rep. Tim Walberg, Chairman of the House education committee. “Repealing it would expand access to high-quality education and career training so every school is held to the same standards.”
Earlier this year, the National Defense Committee led a coalition of military and veterans organization that endorsed the PARITY Act introduced by Sen. Banks.
The One Big Beautiful Bill, which President Trump signed into law last year, establishes new, uniform accountability standards that hold all types of colleges and universities to rigorous expectations.
“The 90/10 Rule was always discriminatory. Now, it is also obsolete,” NDC Executive Director Bob Carey wrote last month.
“Education is not a one-size-fits-all model,” Sen. Banks said upon the introduction of the House bill. “Currently, the 90/10 rule singles out vocational and career schools, while letting other colleges play by a different set of standards. This is wrong and it’s time to level the playing field.”
